Harold Sheff received his bachelor of arts degree from the University of Minnesota and his doctor of law degree from the University of Minnesota Law School. He has practiced property tax law since 1973.

Harold also practices eminent domain (condemnation) law and has lectured on the topic for the Hennepin County Eminent Domain Committee, the International Right of Way Association and Minnesota Continuing Legal Education. He is also the author of "Real Estate Taxation Process" published by the Minnesota County Attorney's Council.
